When I talk to old timers from the Reagan years, many express the same concerns I have. But they all work for Republican-oriented think tanks like AEI and Hoover and don’t wish to be fired like I was from NCPA. Or they just don’t want to be bothered or lose friends. As a free agent I am able to say what they can’t or won’t say publicly.

The National Center for Policy Analysis has, by my count, 22 salaried employees engaged in generating its policy papers. Of these, 16 have doctoral degrees in economics or finance, 1 has a doctoral degree in another subject, 1 has a masters in economics, and four have no academic background in the subject. Bruce Bartlett would have been in this last category, having apparently trained to be a high school history teacher. Although they dole out some employement to people with meagre qualifications, as think tanks go they are comparatively heavyweight, my guess would be behind the Brookings and the Hoover Institution in heft, but well ahead of outfits like the Century Foundation and perhaps ahead of AEI as well. Aside from the Center’s President, you have four fellows currently employed as professors, two operating consulting businesses, and two who have retired from previous employments (one of these was a professor later on the staff of the World Bank and the other was President of the Federal Reserve Bank of Dallas). Which is to say that 8 of 21 people currently on their masthead DO NOT NEED THAT JOB. This really is not the profile of a collecting pool of sycophants. Can we please be open to the possibility that Mr. Bartlett was dismissed because he was dispensible and because his writings revealed something of his quality of mind that they did not care for or cheesed-off an important donor?

The Center offered these remarks at the time:
“The statement from the organization said Mr. Bartlett had negotiated a deal last year to reduce his workload to give him time to write a book about economic policy and taxation for which he had received a six-figure advance. The statement said that the manuscript he showed Mr. Goodman was “an evaluation of the motivations and competencies of politicians rather than an analysis of public policy.” The statement said the organization did not want to be associated with that kind of work.”
If Mr. Bartlett persuaded his employers into giving him time off under false pretenses, they had ample reason to fire him.
